Just found this – a story from way back – put there are some good bits in it.

such as  when a red flag should be put up : “You take into account a variety of things: you listen to the weather reports and forecasts; you assess the strength of the wind blowing the flags on top of the seafront hotels; and then there’s the most important consideration of all, which is whether or not I would let my Nan swim in those conditions.” – Garry Cairns
